OverviewAbout the DepartmentThe People & Culture function within the Authority provides human resources capabilities that are essential for the fulfilment of its mission covering recruitment, retention, remuneration and reward. It acts as a strategic business partner and catalyst within the Authority to ensure the achievement of performance results through its people. As People & Culture we place employees at the heart of the Authority's mission, reflecting the drive being undertaken to bring about change and organisational growth within the MFSA.It is also responsible for identifying training needs in the financial services sector and for developing, creating and implementing training programmes in conjunction with the relevant professional training bodies and academic institutions. The team implements other staff related provisions, including the MFSA Ethics Framework, the MFSA Anti-Fraud Policy and Occupational Health & Safety.All projects and initiatives undertaken by the team are driven by the five MFSA values of integrity, trustworthiness, dependability, independence and excellence.About the Role
  • Promote a positive workplace culture aligned with organisational values
  • Mentor and train team members within People & Culture
  • Lead and manage deliverables as part of the People & Culture Workplan
  • Manage recruitment, on-boarding, probation, KPIs and workforce plans as required
  • Compile reports, data and analysis, as needed
  • Partner with business offices to understand drivers and facilitate HR operations
  • Influence the adoption of HR best practice across the assigned functions
  • Act as a strategic advisor to senior leaders, aligning HR initiatives with organisation objectives and long-term goals
  • Provide day-to-day guidance to management and employees (coaching, counselling, career development, compensation, recruitment, workforce planning etc)
  • Provide guidance on complex employee relations matters, including conflict resolution, disciplinary procedures, and performance issues
  • Proactively identify leadership gaps and develop plans to address
  • Identify training and development needs and monitor that objectives are being met
  • Provide input in salary reviews and compensation/benefits
  • Collaborate with leaders to build trust, engagement, and psychological safety across teams
  • Work closely with management and employees to improve work relationships, build morale, and increase productivity and retention
  • Other assigned projects from People & Culture Working Plan
About youWe are looking for a candidate with solid background and experience in Human Resources.The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or widely recognised qualification at a comparable level.You will also possess a minimum of six (6) years working experience in similar role.
