OverviewAbout the DepartmentThe regulation and supervision of professional trustees and other fiduciaries fall within the remit of the Malta Financial Services Authority (MFSA), which has a dedicated function responsible for both the authorisation and ongoing supervision of such persons. The primary objective of this function is to ensure that licensed trustees and fiduciaries maintain robust structures, systems, and controls to serve clients effectively, while also upholding their own reputation and that of Malta, in line with the jurisdiction's international obligations.About the RoleWithin this role you will be joining as a Deputy Head at Grade 5 level, within the Trustees Supervision Function which is responsible for the review of applications of trustees and other fiduciary service providers, the assessment of key officials requiring approval by the MFSA, as well as the ongoing supervision of the conduct of such persons authorised in terms of the Trusts and Trustees Act.Your work will require that you are involved in various areas relating to the regulation, authorisation and supervision of trustees and other fiduciaries. Duties will include:
Reporting to and deputising for the Head of Trustees Supervision
Co-ordinating the day-to-day workload of the team in the areas of authorisation and supervision of Trustees and other fiduciaries to ensure satisfactory fulfilment of the team's goals as specified in the function's workplan;
Handling the performance management process of the team and establishing development plans with a view that team member meet and exceed pre-set performance objectives;
Providing guidance and leadership to staff within the Trustees Supervision Function and to support any other team leaders/deputy heads, as may be required;
Helping to shape and implement the strategy of the team through the managing and setting of expectations which mirror the MFSA's goals and strategic objectives;
Assuming responsibility for the Function's Risk Model and carrying out the necessary upgrades and changes in line with market developments;
Leading and/or overseeing on-site inspections and offsite supervision across the sector;
Handling planned or reactive supervisory issues that arise on a day-to-day basis, and coordinating with other team members;
Carrying out any thematic reviews with respect to the sector;
Taking decisions independently and acting on own initiative, in line with delegated authority and escalating issues outside one's remit and area of responsibility;
Being a source of technical expertise on the regulatory requirements applicable to Trustees and other fiduciaries;
Handling meetings with other functions, authorities and any other relevant stakeholders;
Representing the MFSA in engagement with internal and external stakeholders, including representation on any Standing Committees/Working Groups relating to the Trustees and fiduciaries sector;
Representing the jurisdiction in international fora;
Assisting the Head of Trustees Supervision in the general management of the function;
Undertaking such other tasks as may be directed from time to time by the Head and/or the senior leadership team.
About YouWe are looking for candidates who are eager to join an enthusiastic team with a passion for compliance. You should have a solid academic background in Law, Banking & Finance or any other related area, to increase the current pool of internal expertise in the Trustees Supervision Function.The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level. You will also possess a minimum of six (6) years working in the area of financial services and/or compliance with financial services regulation in a senior role.If you do not have the necessary academic or professional qualifications but you have at least ten (10) years of relevant senior experience in the area of financial services and/or compliance with financial services regulation and/or trustee and fiduciary services, we would still be interested in speaking with you.Experience and/or or background knowledge related to trust management and fiduciary services will be considered as an asset for this role.The ideal applicant should demonstrate the following skills/experience:
