Banking Supervision is responsible for the oversight of licensed banking activities in Malta This oversight includes off-site and on-site examinations of licensed institutions applying a risk-based approach. The ultimate objective is to ensure that these licensed institutions comply with all regulations and licence conditions, whilst having the necessary corporate governance and control structures in place.Supervision of both Significant Institutions, which is carried out together with the European Central Banks through the Single Supervisory Mechanism, and that of Less Significant Institutions through the SREP procedures, is executed by the banking Supervision team.Banking Supervision is also responsible for policy advice and development both within the MFSA and to external stakeholders, to consistently and effectively apply local legislation and transpose EU legislation and guidelines issued by the European Banking Authority.About the Role The Senior Manager will be entrusted to lead the Data team, which acts as a horizontal team within the Banking Supervision function. The responsibilities of the eventual appointee shall include the following:
  • Lead, mentor and develop the team members within Banking Supervision's Data Team, ensuring that the team has the required skills and training to manage their tasks and responsibilities, and take a proactive role in each of the team members' development;
  • Plan and allocate resources effectively to meet deadlines and priorities, including the establishment and maintenance of the team's workplan;
  • Identify, propose, and implement pragmatic, proportionate solutions, including the initiation of new workstreams and projects, to continuously improve data processes, tools, and outputs in line with supervisory priorities;
  • Act as a key point of contact with supervised institutions on data-related matters, providing guidance on reporting expectations, data issues and regulatory changes;
  • Proactively lead and manage projects and exercises undertaken by the Data team, including the implementation of EBA/ECB/MFSA requirements and standards;
  • Oversee and ensure effective management of reporting submissions by institutions;
  • Manage and support work related to the processing of data submitted by institutions, translating requirements and inefficiencies into operational and system enhancements;
  • Manage and support work related to data quality and reviews of data submitted and published by institutions;
  • Drive the use of supervisory data to support supervisory assessments, thematic reviews and decision-making, through the implementation of dashboards and visualisation tools to enhance supervisory insights;
  • Monitor institutions' reporting performance, identify deficiencies, and establish and oversee remedial actions to address data accuracy, completeness, and timeliness issues;
  • Manage internal and external queries;
  • Liaise closely and enhance working relationships with internal and external stakeholders, including but not limited to other Banking Supervision teams, other MFSA functions, the Central Bank of Malta, the EBA and the ECB;
  • Support and actively engage with the wider management team in Banking Supervision;
  • Ensure proper MFSA representation in committees and working groups operating within the SSM, EBA and similar local and/or overseas regulatory bodies, as necessary, through direct active participation and/or delegation of participation to team members;
  • Share information, assist and support other teams within Banking Supervision and also other functions within the Authority, as necessary;
  • Undertake other duties to support and assist the line manager, including ad-hoc tasks and responsibilities as they arise;
  • Undertake other duties and responsibilities that may arise depending on the exigencies of the function and the Authority.
About You We are looking for candidates with solid academic background which may be considered as relevant to this post. The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC).You will also possess a minimum of 8 years working experience in a relevant role.If you do not have the necessary academic or professional qualifications but you have at least 15 years of relevant experience, we would still be interested in speaking with you.Skills & Competencies:
  • Proven leadership and managerial skills and experience;
  • In-depth knowledge of the regulatory and supervisory framework for banks, especially those related to Supervisory Reporting;
  • Problem solving and analytical thinking experience with the ability to come up with pragmatic solutions in difficult situations;
  • Ability to be polite and assertive when dealing with a variety of stakeholders;
  • Strong verbal and written communication skills with the ability to influence and negotiate with internal and external stakeholders as may be necessary.
