Technology is at the core of the knowledge-based organisation. It enables MFSA's strategic and operational objectives to be achieved efficiently and effectively. The Technology team leverages cutting-edge technology, industry standards and methodologies to provide reliable services to the rest of the organisation and the financial services sectors interacting with the Authority electronically. It is responsible for technology design, information security, development, integration and delivery of all information and communications infrastructure, platforms and services, working with technology vendors and partners. The Technology team is made up of professionals specialised in relevant areas that include governance and planning, infrastructure and service management, information systems, and security. Officials from Technology also participate and give their contribution in several European committees, expert groups and industry fora.About the Role As Senior Information Systems Manager you will be expected to carry out the following duties:
Jointly lead and mentor a team of IT professionals, fostering innovation, collaboration, and high performance;
Oversee recruitment, development, and performance management within the team;
Manage and maintain strategic software systems and applications, including Microsoft SharePoint, Exchange, SQL Server, 365 services, Power Platform, Atlassian Cloud, GitHub Copilot, and bespoke internally developed applications;
Drive modernisation initiatives, transitioning legacy systems to modern architectures (e.g., microservices) for improved security, scalability and performance;
Oversee design, development, and deployment of solutions using the Microsoft technology stack (.NET, IIS, automated pipelines);
Ensure compliance with regulations and security standards (DORA, AML/CFT, GDPR, ISO);
Represent MFSA in local and international regulatory forums;
Manage projects end-to-end, ensuring timely delivery and quality outcomes;
Perform market research and present findings to stakeholders;
Prepare tender documents, conduct evaluations, and manage supplier relationships;
Undertake any other duties as assigned by the Head and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.
About You We are seeking a dynamic leader with a strong foundation in Information Technology, proven experience in managing enterprise systems, and hands-on technical expertise to effectively oversee and contribute to complex IT operations.The role requires an academic qualification in IT, Information Systems or a relevant field at National Qualifications Framework (NQF) Level 6 or higher, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC), or a widely recognised professional certification at an equivalent level.Along with the aforementioned academic qualification, you should also possess a minimum of eight (8) years working experience in an area related to the role.If you do not have the necessary academic or professional qualifications but you have at least fifteen (15) years of relevant experience, we would still be interested in speaking with you.Skills and Competencies:
Experience in managing software development teams and enterprise applications, preferably in a regulated environment.
Strong knowledge of Microsoft technologies, enterprise applications, and cloud collaboration tools.
Excellent leadership, communication, and stakeholder management skills.
Ability to multitask, meet deadlines, handle high-pressure situations, and able to respond to emergencies after hours.
