About the DepartmentFinancial Crime Compliance is a dedicated AML/CFT Supervisory Function established to strengthen the MFSA’s role in preventing the use and involvement of Licence Holders in money laundering and financing of terrorism. The function is split into two focused teams; Onsite & Offsite. The Onsite Team operates alongside the FIAU in conducting AML related supervisory inspections on Licence Holders. The Offsite and Risk Analysis Team is dedicated to mitigating and detecting risks through constantly monitoring authorised persons.About the RoleWithin this role you will form part of the Offsite and Risk Analysis Team for a definite period of two years. The duties and responsibilities of the Manager (Advisory) shall include:
  • Assisting Head and Deputy Heads of function;
  • Take the lead role in projects falling under the remit of the offsite and risk-analysis team;
  • Acting as a reference point in providing interpretation to all applicable legislation, regulation, best-practices and guidance principles, among others to Financial Crime Compliance staff members and the wider MFSA with regards to AML/CFT, Sanctions and Financial Crime in general;
  • Take the lead role in supervisory interactions, including involvement in inspections, including interviewing key officials, analyse data and related documentation;
  • Take the lead role in interviews with proposed and incumbent Money Laundering Reporting Officers (MLROs) and the reviews of feedback obtained from such interviews;
  • Take the lead role in exit meetings with outgoing MLROs and the reviews of feedback obtained from such exit meetings;
  • Coordinate and report on thematic reviews;
  • Coordinate all the work in relation to the National AML/CFT/CPF/TFS Strategy including coordination of attendees and feedback obtained from other functions
  • Acting as FCC’s contact-point with the European Banking Authority in relation to the MFSA’s submission on the EuReCa database;
  • Provide the necessary guidance related to internal requests for information by various functions and external requests by the FIAU, the Police and Asset Recovery Bureau;
  • Prepare MEMOs for and deliver presentations to Executive Committee and Regulatory Committee;
  • Draft policies and procedures in relation to FCC;
  • Coordinate with other supervisory functions
  • Communicate and handling meetings as necessary with Applicants, Licenced Entities and respective representatives;
  • Participate in internal and external working groups;
  • Representing the MFSA externally both on a national and international level;
  • Attending technical meetings with other authorities;
  • Prepare and deliver training programmes for supervisory functions and Licence Holders
  • Collect and analyse data from Licence Holders, MFSA Supervisory Functions, FIAU and other local and international Authorities to be used for supervisory purposes;
  • Provide the necessary support in drafting of circulars, policy papers and other guidance documents that can be utilised both internally and also externally by the industry;
  • Mentor and be a reference point to other members of the team;
  • Other duties as may be assigned from time to time.
About youYou will hold qualification at MQF Level 6 or higher in financial services, accountancy, law, risk or in any other relevant field.A minimum of seven (7) years prior experience is required, preferably within the financial services sector or related fields.If you do not have the necessary academic qualifications but have at least thirteen (13) years of relevant experience, we would still be interested in speaking with you.You will also have the below skillset:
  • Sound knowledge of anti-money laundering legislation
  • In depth knowledge of regulatory requirements applicable to the financial sector
  • Proven ability to lead a team
  • Ability to delegate tasks
  • High level of integrity and independence
