Qualifications A recognized post-graduate degree (Masters') at MQF Level 7, with a minimum of 90 ECTS/ECVET or equivalent or an appropriate, recognized, comparable qualification, plus one (1) year relevant work experience. OR A recognized First degree at MQF Level 6, with a minimum of 180 ECTS/ECVET or an appropriate, recognized, comparable qualification, plus three (3) years relevant work experience. Fluent in English, with strong written and verbal communication skills (mandatory). Fluent in Maltese and another EU language (ideally). Corporate Responsibilities — Senior Executive (EURES) Overall purpose of the position of Senior Executive The Senior Executive will be responsible for assisting in the day-to-dey operations within the unit assigned, as well as to organise, monitor and control the development and implementation of strategic plans, policies, initiatives and schedules in his or her area. He or she will also be responsible for supervising the activities of any personnel within the unit assigned. Plans and Objectives Provides leadership to the unit within which assigned. Pro-actively assists management in the design of strategic/operational plans related to Jobsplus. Implements processes developed by management of the unit within which assigned. Assists management in the identification and subsequent implementation of Key Performance Indicators and Key Performance Targets of the unit within which assigned. Seeks to ensure that the business of the unit is carried out efficiently, economically, and effectively and that it provides an excellent customer — internal or external as the case may be. Change Management and Quality Improvements Drives continuous improvement and change within the unit within which assigned in order to meet the objectives set. Participates in the design of a Value System for the Jobsplus and champions such a Value System both within and outside the Corporation. In accordance with strategic/operational objectives set, benchmarks the unit within which assigned, in part or in full of international best practices & standards and ensures their implementation. Leadership and Management Provides advice, guidance, direction and authorisation of staff with regards plans, policies and procedures of Jobsplus. Empowers staff. Provides guidance and leadership as appropriate to staff. Coaches and mentors staff as appropriate. Assists management with regards to the preparation of cost centre base lining exercises held during a business planning year. Assists management in any internal audits undertaken within the unit assigned. Human Resources Management Actively works to introduce multi-skilling, multi-tasking, up-skilling and re-skilling. Actively works to ensure that annual development and training plans are designed and implemented with regards to staff within the unit within which assigned. Assists in the development and implementation of sound human resources policies and procedures. Develops a positive and team-oriented culture for the unit within which assigned. Health and Safety Actively works to ensure that a culture of health and safety prevails within the unit within which assigned. Actively works to inculcate by means of education, communication and development a culture of health and safety within the unit. Position Description — Senior Executive (EURES) Job Duties Outreach and promote EURES and its services amongst our target groups (employers and jobseekers) PES staff, and other stakeholders. To provide advice and guidance to incoming jobseekers related to finding a job in Malta as well as all other relevant information such as living and working conditions, social security, taxation, residence matters, information regarding relevant documentation etc. To provide advice and guidance to outgoing jobseekers related to searching for a job, living and working information in other countries, contact with EURES advisers in other countries, information regarding relevant documentation etc. To provide assistance to incoming and /or outgoing workers with any queries they may have and integration in the new country. To assist employers locally in recruitment by advising them about EURES services, promoting vacancies abroad, actively managing vacancies and requesting feedback from employers. To assist employers locally post recruitment with any queries they may have. To collect statistics and retain client contact information and records as required by the unit. To carry out tracer studies as requested. To provide information on obstacles to mobility and suggest appropriate solutions to such obstacles To provide information about local labour market shortages and surpluses and living and working conditions. To liaise with colleagues abroad to provide the best service for our clients. To participate in Job Fairs and recruitment events abroad to promote local vacancies and also provide living and working information to interested parties. To give presentations both locally and abroad as required regarding EURES services, living and working information and other topics as required. Initiate and manage projects with a transnational dimension. Maintains a high profile and professional corporate image. Proactive collaboration on activity/strategic plans as and when input is requested by Department manager (not just in terms of providing ideas but actively participating in the process and carrying out research and coming up with proposals). Coordination of living and working conditions and labour market information updates requested annually by ECO in terms of ensuring stakeholders are informed and deadlines are respected. Taking over the participation of certain meetings/working groups and reporting back on the discussions Coordination of local activities organised by EURES/attended by EURES. To collate data for the submission of the Performance Management System as requested by ELA. To prepare the draft EURES annual activity plan and annual report Prepare and deliver EURES presentation at the induction sessions organised for Jobsplus employees. Responsible for the management of the EURES social media channels including content and analysis To be responsible for the implementation of the annual activity plan To research and draft any submissions for funding Any other ad hoc tasks as requested by management. Other tasks as instructed by the Department Manager (Labour Market Analysis, Employer Strategy and Services). Consultation Consults with the Department Manager (Labour Market Analysis, Employer Strategy and Services) in resolving issues and problems which are of a sensitive and/or strategic nature. Coordinates end communicates with other internal personnel as necessary. Coordinates and communicates with external suppliers, vendors and/or service providers as appropriate. Self-improvement Keeps up to date with new developments in the area of Employment Services as well as related technologies and methodologies. Keeps up to date with the latest projects and initiatives undertaken by Jobsplus. Other • Performs other job-related duties as necessary or as assigned.
