1.0 IntroductionThe Chief Executive Officer of the Energy and Water Agency invites interested applicants to fill in the vacant post of Professional Officer (Project Management) (Grade V) with the Agency.The Professional Officer will be employed as part of the SHAREmedWATER project. Water scarcity in the Euro-MED region is worsening due to climate change, erratic weather, and growing water demand in agriculture, tourism, and urban areas. SHAREmedWATER addresses this challenge by promoting the use of unconventional water sources—rainwater, greywater, and wastewater—through storage, treatment, reuse, and jointly developed management models for rural areas.The Professional Officer may be required to work under pressure, unsupervised and may be required by the Agency’s management to work at the office during after-hours.2.0 Duration of assignment and ConditionsThe position of Professional Officer is a 3-year definite contract basis and subject to a probationary period of 12 months.3.0 DutiesThe duties of the Professional Officer (Project Management) may include inter alia:- Support, as directed, the implementation of the technical studies and investigations under the EU funded SHAREmedWater project (Strategic Harmonisation and ResourceEnhancement in the MEDiterranean: Advancing Water Management and Innovation through Non-Conventional Resources) and other related/complementary EU funded projects to ensure that milestones, objectives and respective deadlines are met;- Support, as directed, the preparation of the financial and administrative reports of the EU funded SHAREmedWater project and other related/complementary EU funded projects;- Support, as directed, the drafting of project technical and progress reports required as part of the project reporting framework within the reporting timeframes established under the project application form and the funding programme’s reporting framework;- Coordinate, as directed, the drafting of calls for quotations and tenders for the engagement of external consultants and/or the engagement of other services or works related to the implementation of the SHAREmedWater project and other related complementary projects;- Support the communications team at EWA, as directed, in the undertaking of promotional activities in relation to the work being undertaken under SHAREmedWater project;- Participate, when required, in project working groups and meetings in Malta and even abroad.- Participate, as directed, in activities organised by EWA directly or through complementary EU-funded projects for the promotion of the SHAREmedWater and related projects.- Any other tasks assigned by the Chief Executive Officer or the Chief Policy Officer4.0 Eligibility requirementsBy the closing time and date of this call for applications, applicants must satisfy the following criteria:Qualification:A recognised Masters' qualification at MQF Level 7 in Statistics, Engineering, Sciences (Chemistry,Mathematics or Physics), Geographic Information Science or a comparable professional qualificationOrA recognised Bachelor’s qualification at MQF Level 6 in Statistics, Engineering, Sciences (Chemistry, Mathematics or Physics), Geographic Information Science or a comparable professional qualification plus two (2) years relevant work experienceSpecific Experience:Due consideration will be given to applicants who have experience in EU-funded project management and experience in environmental management projects.Furthermore, the applicant would be expected to:▪ be a person who can work on his/her own initiative;▪ be able to work within and lead a team;▪ be flexible in work patterns and also working hours;▪ have excellent communication skills;▪ possesses good self-management skills;▪ be organised and meticulous in his/her work.Qualifications at a level higher than that specified above will be accepted for eligibility purposes, provided they meet any specified subject requirements.Additional eligibility requirements (upon application stage):Prospective applicants should note the requirement to produce MQRIC recognition statements in respect of their qualifications from the Malta Qualification Recognition Information Centre, or other designated authorities, as applicable at application stage. Applications submitted without the required MQRIC certificate (where applicable) will not be considered for shortlisting.Additionally, applicant must be:a) citizens of Malta; orb) citizens of other Member States of the European Union who are entitled to equal treatment to Maltese citizens in matters of employment by virtue of EU legislation and treaty provisions dealing with the free movement of workers; orc) citizens of any other country who are entitled to equal treatment to Maltese citizens in matters related to employment by virtue of the application to that country of EU legislation and treaty provisions dealing with the free movement of workers; ord) any other persons who are entitled to equal treatment to Maltese citizens in matters related to employment in terms of the law or the above-mentioned EU legislation and treaty provisions, on account of their family relationship with persons mentioned in paragraph (a), (b) or (c); ore) third country nationals who have been granted long-term resident status in Malta under regulation 4 of the “Status of Long-Term Residents (Third Country Nationals) Regulations, 2006” or who have been granted a residence permit under regulation 18(3) thereof, together with family members of such third country nationals who have been granted a residence permit under the “Family Reunification Regulations, 2007”; orf) in possession of a residence document issued in terms of the “Residence Status of UnitedKingdom Nationals and their Family Members in Malta in accordance with the Agreement on the Withdrawal of the United Kingdom and Northern Ireland from the European Union and the European Atomic Energy Community Regulations”.The advice of the Citizenship Unit within Community Malta Agency and the Expatriates Unit within Identita` should be sought as necessary in the interpretation of the above provisions.The appointment of candidates referred to at (b), (c), (d) and (e) above would necessitate the issue of an employment licence in so far as this is required by the Immigration Act and subsidiary legislation. Original certificates and/or testimonials are to be invariably produced for verification at the interview.6.0 Selection procedureEligible applicants will be assessed by management to determine their suitability for the position.7.0 SalaryThe salary for the post of Professional Officer is Grade V of the Energy and Water Agency’s salary structure, which in year 2026 is, €36,758 per annum, including allowances. The Professional Officer is also entitled to a Professional/Competency allowance starting at €3,000 following the successful completion of the probation period and to an annual Performance Allowance and annual Disturbance Allowance of up to a maximum of 15% of the basic salary.8.0 Submission of applicationsA detailed Curriculum Vitae together with the relevant documentations are to reach the Chief Executive Officer by not later than noon (Central European Time) of Monday 27th April 2026.
