The People and Culture function provides the human capital necessary for the fulfilment of MFSA's mandate, encompassing recruitment, retention, employee experience, and learning and development. Operating through an HR Business Partner model, the function supports organisational effectiveness by aligning people strategies with business priorities, fostering a high-performance culture, and enabling sustainable growth and transformation. By placing employees at the centre of the Authority's mission, People and Culture drives initiatives that strengthen capability, engagement, and organisational resilience.About the Role The Deputy Head of People and Culture will support the Head in leading and implementing MFSA's people strategy, with a strong focus on operational excellence, people development, and cultural alignment. The role will act as second-in-command within the function, ensuring business continuity and supporting strategic initiatives across the employee lifecycle. The Deputy Head will be responsible for the People and Culture team's day-to-day operations, annual workplan, and deputise for the Head as required.Key Responsibilities:
  • Support the Head of People and Culture in executing MFSA's people strategy and in managing the delivery of strategic and operational HR objectives.
  • Deputise for the Head of People and Culture in internal and external meetings and during periods of absence, ensuring continuity of leadership and decision-making.
  • Lead and manage annual workplan and take full accountability for deliverables.
  • Monitor the implementation of key HR programmes and initiatives, identifying risks, resolving issues, and reporting progress to the Head.
  • Lead people analytics efforts, using data to drive decision-making and enhance HR services.
  • Work closely with stakeholders to align HR solutions with organisational needs, acting as a key point of contact for HR-related advice and guidance.
  • Oversee or coordinate disciplinary, grievance, and case management processes, ensuring fair and consistent outcomes in line with MFSA policies.
  • Assist in designing and delivering employee development programmes with the FSA, in alignment with capability frameworks and organisational goals.
  • Contribute to the development, implementation, and continuous improvement of policies, procedures and systems within People and Culture.
  • Build strong working relationships across the organisation to foster a culture of collaboration, inclusion, and high performance.
Handle any other duties as assigned by the Head of People and Culture and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.About You • Qualification at MQF Level 6 or equivalent qualification in: Human Resources, Psychology, Business Administration, Management or in a relevant field. Professional certifications in the field are advantageous.
  • A minimum of 6 years prior HR experience in a senior level, preferably within the financial services sector or related fields.
  • If you do not have the necessary academic qualifications and minimum years' experience but you have at least ten (10) years of relevant senior experience, we would still be interested in speaking with you.
  • Strong knowledge of global HR best practices, employment law, and occupational health and safety regulations.
  • Experience in developing and implementing people strategies in complex organisations.
  • Ability to build strong relationships across all levels of the organization and work collaboratively with diverse teams.
  • Proven ability to lead and inspire teams, manage change, and drive organisational culture.
  • Analytical, data-driven, and able to solve problems proactively.
  • High level of integrity, discretion, and commitment to ethical practices.
