The Resolution function is responsible for developing and implementing resolution plans for banks and certain investment firms, ensuring that failing institutions can be managed without threatening financial stability. It advises the Resolution Committee on whether an institution should enter liquidation or resolution and on the appropriate use of resolution tools. Operating independently from supervision, the function works within the framework of the MFSA Act and administers requirements stemming from the BRRD, SRMR, RRR and the IGA on contributions to the Single Resolution Fund. Resolution is organised into two interconnected teams: Policy & Legal, which handles legislative transposition, policy drafting, EBA guideline implementation and processes related to Resolution Funds; and Resolution Planning, which prepares institution-specific resolution plans in cooperation with the Single Resolution Board. Both teams engage regularly with European and local authorities, contributing to working groups, meetings and task forces.About the Role The successful candidate will be expected to contribute to the various duties that are undertaken by Resolution particularly related to the resolution planning of certain investment firms, including the following tasks as necessary:
  • Analyse certain investment firms returns data, including the assessment of data for data quality issues, liaising internally to ensure that data quality is consistent and satisfactory;
  • Build and maintain automated data dashboards used by the resolution planning teams;
  • Assist in the collection of data, data quality analysis, and creation and maintenance of management information dashboards;
  • Actively evaluate internal systems and procedures and assess where such systems and processes can be automated or improved by integrating innovative solutions that position the Authority as a leader in technological adoption;
  • Assist the resolution planning teams in the Recovery Planning Assessment, Public Interest Assessment and Resolvability Assessment;
  • Assist the resolution planning teams with the drafting of resolution plans;
  • Undertake necessary checks and calculations related to contributions towards resolution financing arrangements;
  • Conduct assurance checks of data related to the resolution planning process;
  • Assist in the testing of ongoing projects to ensure that deliverables are delivered according to specifications;
  • Liaise with other functions within the Authority, such as the IT and data functions to ensure alignment of scope and requirements of ongoing projects;
  • Conduct or assist with the analysis and preparation of comments on documents discussed in Resolution Colleges, Working Groups, Task Forces, Committees and their substructures at local or European levels in relation to the resolution planning;
  • Participate in on-site compliance visits;
  • Implement EBA or ESMA policies, guidance and implementing and regulatory technical standards;
  • Participate and contribute to meetings both locally and overseas, as appropriate;
  • Undertake ad-hoc assignments related to resolution aspects, that may arise from time to time and to report on the outcome of such assignments as may be appropriate and necessary;
  • Keep abreast with developments relating to area of resolution planning as applicable to certain investment firms;
  • Undertake any other duties as assigned by the Head and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.
About You We are looking for candidates with solid academic background in Business and IT, Accountancy, Banking and Finance, Economics or in a similar policy-oriented background or relevant experience. Knowledge of database querying and financial reporting and previous experience using Microsoft Power BI would be considered as an asset for this role.The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.Possession of a post graduate degree in a discipline relevant to the financial services sector would be considered an asset.In the case that candidates do not have the necessary academic or professional qualifications but have at least five (5) years of relevant experience preferably related to investment firms, we would still be interested in speaking with you.The following skill set would be considered an asset for this position:
