About the DepartmentThe Investment Services Supervision Function is responsible for the authorisation and supervision of investment services licence holders and recognised persons, particularly investment firms, asset managers and collective investment schemes. Through its supervision, the function assesses compliance with prudential requirements stemming from European Directives and local legislation. It also examines the adequacy of systems and controls, governance arrangements, and risk management within licensed or notified entities under its remit. To support its supervisory work, the function actively participates in European Commission and European Supervisory Authorities’ committees and working groups, contributing to the development of policy and legislation within its scope.About the RoleAs an Analyst within the Policy and Legal Team in Investment Services Supervision, you will be expected to carry out the following tasks:
  • Carrying out legal research on topics related to investment services.
  • Ongoing monitoring of new developing legislation.
  • Supporting the team in the transposition and implementation of EU legislation and regulatory frameworks within the function’s remit.
  • Supporting the preparation of policy stances in the context of new legislation and Commission initiatives, under the direction of the line manager.
  • Supporting revisions to rules, forms/ returns and related processes, as assigned.
  • Drafting quality internal reports, briefing notes, circulars, memos and presentations for submission to the relevant decision-making bodies within the MFSA, under the direction of the line manager.
  • Attending and participating in any internal/external working groups, representing the MFSA and/or the Investment Services Supervision Function and assist with the analysis and preparation of comments on documents discussed in various Working Groups, Transposition Workshops and Task Forces.
  • Collaborating closely with the line manager to deliver agreed outputs and achieve the objectives of the team and the function
  • Undertake any other duties as assigned by the Head and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.
About youWe are seeking candidates to join a small, cross-functional team. Ideal applicants will have a solid academic background in financial services law or another relevant discipline aligned with the functions and responsibilities of the role.The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.You will also possess a minimum of three (3) years working experience in the area related to the role. Candidates with longer working experience relevant to the role will be preferred. If you do not have the necessary academic or professional qualifications but you have at least seven (7) years of relevant experience, we would still be interested in speaking with you.Skills and competencies:
