- Provide expert technical and policy advice on FinTech developments, digital finance trends, and emerging technologies impacting regulated entities.
- Support the development, interpretation, and implementation of regulatory frameworks, policy positions, and supervisory approaches relating to technology-driven financial services.
- Analyse EU legislative initiatives and international standards and assess their implications for the Authority and the domestic financial sector.
- Contribute to the drafting of consultation responses, policy papers, technical standards input, and legislative feedback to national and EU authorities.
- Contribute to the development of internal guidance, methodologies, and tools to strengthen the Authority’s supervisory capability in relation to FinTech and digital finance.
- Provide technical and policy input into authorisation, supervisory, and enforcement matters involving innovative or technology-intensive business models.
- Contribute to internal capacity building through guidance, briefings, and training on FinTech regulatory developments.
- Support the formulation of the Authority’s strategic positions in EU and international fora on digital finance and innovation.
- Coordinate cross-function workstreams on FinTech-related policy issues to ensure consistency across supervisory functions.
- Engage with government entities, EU institutions, ESAs, and international bodies on regulatory developments affecting digital finance.
- Participate in or represent the Authority at working groups, committees, supervisory colleges, and expert networks at EU and international level.
- Support stakeholder engagement with industry, innovators, and technology providers to enhance regulatory understanding and policy effectiveness.
- Prepare high-quality reports, briefings, and recommendations for senior management, governance bodies, and external stakeholders.
- Undertake any other duties as assigned by the Chief Officer Supervision and/or as may be required by the MFSA from time to time based on the exigencies of the Authority.
- Proven experience in regulatory policy development, legislative analysis, or supervisory frameworks relating to digital finance or financial services.
- Strong knowledge of EU legislative processes and key regulatory frameworks impacting digital finance.
- A strong understanding of emerging technologies and their application in financial services, including associated prudential, conduct, operational, and cyber risks.
- Experience operating in complex stakeholder environments and advising senior decision-makers.
- Strong policy formulation and problem-solving skills, with the ability to translate technical developments into clear regulatory and supervisory approaches
- Strong analytical capability and sound judgment in assessing complex, high-impact issues
- Outstanding written communication skills, including the ability to produce high-quality policy papers and recommendations for senior decision-makers
- Excellent verbal communication and presentation skills, with the ability to articulate complex matters clearly to diverse audiences
- Strong stakeholder management and influencing skills, including the ability to engage credibly with senior leaders, government officials, EU institutions, and international counterparts
- Excellent organisational skills with the ability to manage multiple priorities and deliver under tight timelines
- Adaptability and resilience in a rapidly evolving technological and regulatory landscape
